This has occurred because the Top Up was initiated from a bank account, the name on which is different from your PayPal account. We can only post Top Ups when they come from your own bank account to your own PayPal account, due to security reasons.
The person who’s name is listed in the bank details can create their own PayPal account, add the bank account information to it, then contact us from their account's email address with the relevant transfer details so that we can post the money to their PayPal account. After that is done, they can send the money from their account balance. Please note that the use of a bank account is only allowed on one PayPal account at a time.
PayPal always attempts to return of an unsuccessful Top Up 10 working days after we receive it. On rare occasions it may take up to 30 days before the top up amount is reflected in your bank account balance. If the funds are not returned to your bank account within this timeframe, you should contact your bank with the details of your Top Up and ask them to trace your funds. Some banks will not automatically accept a transfer reversal from PayPal and should be notified to reclaim the funds. When your bank initiates this process on their side, the return will complete successfully.
