No, it's not. If he/she had intended to express that, he/she should've used 'at the moment'. This way: 'At the moment, I'm learning English.' 'I'm learning English at the moment.' -I'm now learning English- is obviously incorrect. Even if it was, the word 'now' should finish the sentence.
